Honestly, I just can’t accept Grand Moff Tarkin on this list. In any jurisdiction that I know of, if you hire someone to kill another person for you, you are just as guilty of murder as the one who actually pulled the trigger. It was Tarkin’s direct order, which was immediately carried out, so he is guilty.
